What the Supreme Court Actually Decided?
In November 2017, a bench of Justices A.K. Goel and U.U. Lalit ruled on appeals from the Orissa and Punjab and Haryana High Courts. The court declared invalid the engineering degrees awarded through correspondence by four deemed universities since 2001, and restrained all deemed to be universities from running distance courses from the 2018-19 session. It noted that AICTE had consistently held that engineering degrees cannot be earned through distance mode.
A narrow window was left open. Students admitted between 2001 and 2005 could revive their degrees by clearing a test. AICTE and UGC held those exams in June and December 2018, and in June 2020 AICTE confirmed that successful candidates' degrees stood valid. IGNOU's distance B.Tech was separately accepted for students enrolled up to 2011-12, expressly as a special case and not as a precedent. Nothing in any of this reopened the mode for new admissions.
Why Does the Equivalence Rule Not Rescue It?
Many applicants have read that UGC treats distance and online degrees as equal to regular ones. That is accurate. Regulation 22 of the UGC (ODL Programmes and Online Programmes) Regulations, 2020 says degrees awarded in these modes by recognised institutions are equivalent to conventional ones for employment and further study.
The catch is the word recognised. Equivalence covers programmes UGC permits. Engineering is on the prohibited list, so there is no recognised distance M.Tech for the clause to protect. A candidate presenting one is not fighting employer bias; they are presenting a qualification the regulator does not accept.
What Employers Actually Check?
- Mode of study on the certificate, which usually surfaces at document verification even when the certificate itself is silent.
- Whether the programme appears on the UGC-DEB entitlement list for the session the candidate joined, since approval lapses and is renewed annually.
- Whether the recruitment notice says full time, a clause many PSU, defence and campus hiring notices carry regardless of UGC equivalence.
- Whether the awarding body is a deemed university, which is where the 2017 restraint bites hardest.
- Whether the degree title matches the advertised one, because some programmes award a master's that is not an M.Tech.

Where the Advertising Gets Misleading?
Search for a distance M.Tech and you will still find consultancy pages listing universities as offering AICTE approved online M.Tech, sometimes naming well known institutions. This sits squarely against the UGC prohibition and the court's position, and it is the single most common way applicants lose two years. Sources disagree here, and when a regulator's own list contradicts a marketing page, the list wins.
Do the check yourself rather than trusting any listing. Comparison platforms such as University Vidya are useful for narrowing options and reading approval status side by side, but treat University Vidya as a starting filter and finish on deb.ugc.ac.in and the institute's own disclosure page.
If No Valid M.Tech Route Fits You
Not everyone can meet the conditions. BITS WILP needs you employed, IIT part time programmes often need your employer's sponsorship letter, and all of them need an engineering bachelor's degree to begin with.
If you work in software or IT and the barrier is your undergraduate degree rather than your schedule, the sensible move is a postgraduate qualification that is actually permitted online. An Online MCA Course is offered by many UGC entitled universities, carries full equivalence under the same regulation discussed above, and faces none of the verification problems a distance M.Tech creates. For a computing professional, an Online MCA Course is often the stronger credential simply because it survives scrutiny.
Recognition Comes First
Employers do not sit in judgement on a distance M.Tech so much as fail to find it on the approved list. The degree's problem is regulatory, not reputational, and no amount of interview performance fixes a qualification that does not exist in the eyes of UGC. Pick a route with a clear legal footing, then spend your energy on the work itself.
