Why These Ads Keep Running?
Demand is real and supply is restricted, which is fertile ground for loose advertising. Diploma holders and IT support staff genuinely want an engineering degree without quitting work, and the honest routes are slower, stricter and harder to sell in a fifteen second reel. So the copy borrows the vocabulary of legitimate programmes flexible, UGC recognised, industry approved and drops the parts that constrain it: mandatory labs, physical examinations, a minimum experience requirement. Little of it is technically a lie. The omission does the work.
What the 2020 Regulations Actually Prohibit?
The prohibited list is written into the regulation, not left to interpretation.
- Engineering: barred from delivery in open and distance learning mode and online mode, along with allied domains.
- Health disciplines: medical, physiotherapy, occupational therapy, paramedical, pharmacy, nursing and dental are equally excluded.
- Applied and vocational fields: agriculture, horticulture, hotel management, catering and culinary studies sit on the same list.
- Research degrees: M.Phil and PhD programmes cannot be offered in either mode.
- Franchise arrangements: admission, teaching and content development cannot be outsourced to a third party.
The Routes That Are Actually Permitted
Three structures survive scrutiny, and none of them is fully online.
- Part time B.Tech for working professionals: a three year route for polytechnic diploma holders entering laterally, with lectures delivered through an LMS but labs and examinations conducted physically.
- Work integrated learning: BITS Pilani runs WILP as an Institution of Eminence under the UGC (Institutions of Eminence Deemed to be Universities) Regulations, 2017, with more than 35 programmes and over 1,00,000 graduates to date.
- Experience gate: WILP admission requires a minimum of one year of relevant work experience, so no fresher route exists.
- Lateral entry: diploma holders join directly at second year level in a related engineering branch.
- Approval to check: technical programmes need AICTE approval, and reporting differs on whether BITS WILP carries it, so ask the institution directly rather than relying on aggregator pages.

What a Compliant Ad Looks Like?
A legitimate programme names its route. It says part time, blended or work integrated rather than simply online, and states the lab requirement instead of hiding it. It gives a semester count and a centre location for examinations, and it asks for a diploma or work experience, because both legal routes have entry gates. An ad promising an engineering degree with no physical component describes a programme the regulator does not permit, whatever accreditation logos sit in the corner of the graphic.
The Legal Option Most People Actually Want
Many people chasing an online B.Tech want a software career rather than a licence to practise engineering. That distinction matters, because computer applications are not on the prohibited list. An Online MCA Course or an online BCA can be delivered entirely online by a university holding valid UGC-DEB entitlement, with proctored examinations and no campus attendance. For someone targeting development, analytics or product roles, that route is fully compliant and immediately verifiable.
